At least MS does require the purchase of a WMA stamp prior to applying right? Several states don't do that so NR's can apply without having to put skin in the game. I just like applying for southern states where season opens earlier. I'm sure people in MS enjoy applying for TN or coming to open public in TN as well since we do have fairly decent hunting in places.
