They are all enjoying the benefits, whether they have a gun in their hand or not. Something in the way of a "general use license" to help with the financial burden required to maintain government lands because it all takes money- gravel roads in national forest and WMA's aren't free and someone is paying for that. Be careful on what you wish for, they contribute very little overall but have equal rights for usage.
