now the hevi 13 shells show 1090fps on the 3" and also the 3 1/2 " is there a difference in powder or pellets between the 2 ?

The difference is in payload..

Or it could be the density of the pellets, the powder or the wad depending on which lot you got

the kick of a H13 is noticeable but it is still less than most other turkey loads  due to the lower velocity
