Some of the larger WMAs have camping facilities close. Look at the KDFWR website.
Honestly I would look at Daniel Boone NF. Tons of acres, lots of birds and there are places to camp. Most of those towns have cheap motels too.
In KY I wouldn't waste my money on a high dollar lodge or guide to hunt turkeys. That is unless you don't want to rough it a little bit.
