SPRINGFIELD — Two controversial gun control proposals advanced to the full House on Wednesday.

On a partisan vote, the Democrat-controlled House Executive Committee approved a measure requiring handgun owners to register their weapons with the state.

The panel also signed off on legislation that would create a special 2 percent tax on ammunition, which would finance trauma facilities that treat gunshot victims.

Both measures headed to the floor after failing to win support from Republican committee members. They said it remains unproven whether such laws will reduce crime. And, they added, downstate gun owners would be unfairly burdened with the changes.

The gun registry was proposed by Chicago Mayor Rahm Emanuel, He originally called for a $65 registration fee, but that amount was pared to $20, with the proceeds going to various crime fighting efforts.

"This is a tool that police can use," said state Rep. Will Davis, D-Hazel Crest, who sponsored the registry legislation.

The ammo tax pushed by state Rep. Kelly Cassidy, D-Chicago, would generate as much as $1.2 million, according to legislative estimates.

"Once again, the rest of the state is being bled for Cook County," said Todd Vandermyde, Illinois lobbyist for the National Rifle Association. "We don't like gun registration schemes."

Illinois currently requires gun owners to have a firearm owners identification card. There is no state requirement for people to report the type and number of guns or ammunition they own.

State Rep. Mike Bost, R-Murphysboro, said the best way to lower crime rates would be to give Illinoisans the right to carry concealed weapons.

"They mayor's people sure don't come down and support that," Bost said.

A proposal to allow Illinoisans to carry loaded weapons in public fell six votes short of passage last year.

The gun registry legislation is House Bill 5831.

The ammunition tax is House Bill 5167.

Freaking idiots. Knowing good and well that guys that are going to pay the taxes and registration fees arent the ones committing the crimes and putting people in the gun shot trauma unit.


Maybe if we got back to executing criminals in a very short window of time, they would think twice before murdering somebody else...or at the very least the tax money that is already spent to keep them alive in jail for 30 years can be spent on the gun shot trauma unit.

My wife went with me to one of my favorite gun stores this weekend. I wanted to get her some pepper spray to have in her purse just in case. As we are standing there, she notices a couple of guys over at a computer and ask what they are doing. I told her that they were having to fill out a background check so that they can purchase a firearm. She was amazed at all of the questions that were asked.
I have no problem with providing information and having a background check because I have nothing to hide, and, I don't want someone who does being able to walk in and purchase a gun. But, someone has criminal intentions will be able to get their hands on one no matter what type of legislation you pass.
So, the only safe measure is the make sure that the government allows me the freedom to protect my family and personal property by allowing me the right to carry a firearm.

Two gun case decisions made headlines today.  One was from Maryland, the other from Colorado.  The federal court in MD ruled that the state cannot force an individual to make the required high showing of need for a concealed carry permit.  The CO Supreme Ct ruled that the CO statute did not preclude concealed carry by permitees on a university campus.
