Mostly because there's a lot more private land to disperse the added pressure AND because a lot of non residents are going to public land anyway. I think the real issue with out of state hunters is going to come from the effect on the public land in that area... What's that ratio look like? In a lot of these states, the public land is so limited, relative to private, that it doesn't take a ton of extra hunters to make a big dent.
