My buddy and I just use a flattened cardboard box and small stick pins to stick the feathers to the cardboard.  Each feather can be manipulated to cover missing/broken tail feathers.  That and some borax and curing time and you have yourself a preserved turkey fan.
cheap and very effective. been doing this for years.

I've got a 2 inch thick sheet of Styrofoam that I have used for years.  The finish nails go into it easier and I position  tiles on the fan to weight it down so it drys nice and flat.
