I would guess maybe a broken bone that healed??  I shot one last year that had a back toe that was real bubbled up, kinda like the pic above where all 3 toes are like that except much larger.  I cut into it and the bone there was bigger and extended all the way up to the spur, so thought maybe it healed funny? Looking at google images, some of these pics are the same as bumble foot?? Happens from walking on hard sharp terrain, which makes sense since the bird I shot was a merriams.  Interesting nonetheless, congrats on the bird
