They'll put you in jail for flocking a decoy in public, I'm pretty sure.
What someone does behind closed doors is their own business.

Flocking, it is what guys do that have a hard time calling and killing gobblers. Set up a flock of decoys 4-9 is required on an open field. Then set in a blind and wait, before you know a gobbler will come along want to be a part of the flock. There ya go Flocking..
