You have all kinds of good choices for chokes and shells. Those guns shoot some excellent patterns in my experience. I'd "deep clean" the barrel fist and then it largely depends upon whether you want to shoot lead or tungsten-based shot and how much you/he wants to spend on a turkey choke.

In order of what's worked best for me in that gun, 3" Hevi-13 "Bronze" shells with 2 oz. of #6 shot; 3" Winchester Xtended Range Hi-Density shells with 1.75 oz. of #6 shot and 3" Winchester HV (Black Shells) with 1.75 oz. of #6 lead shot.

Chokes: I shoot most of them and find that in that gun anything between .643 and .670 will work, depending upon the design. It's more about how the designer combines the elements to produce the "internal geometry" of his choke than anything else. That's why chokes with such a variance in exit diameters can all work well.

With a good deep cleaning, a good shell and a good turkey choke of your choosing, your brother should be just fine.

Thanks,
Clark

Clark laid it out about as well as can be done. With that said, I shoot a 1300 with a .655 Gobblin' Thunder by Kick's and the white hulled (1.75 oz.)  Hevi 13 in #6. The barrel length is 22".
