Only 3 states, Al., Ms., Ga. --- hardest to hunt - hills, I hate big hills in either of the states. Now, if you get on the same hill as an old bird, then it's game on.

I've hunted 16 states and Mexico, striking out in 4 of the states. It's hard to rate hardest and easiest with factors like public vs private land, hunting pressure and bird populations.
My easiest hunt was Oklahoma private land with plenty of responsive birds. The first afternoon I roosted 90 birds, 13 of which were gobblers. Me and my 2 friends tagged out with 3 birds each.
I found the hardest to be Alabama public land, where I didn't even come close and ate tag soup.

1st time I went to SC public land was tough. Heard birds, but was suffering some sort of illness and just didn't have the energy to get where I needed to be. Very next year on the same piece of NF and was done in 1 hour.

Only 3 states for me...MS,ARK,MO and the hardest was probably Arkansas public gobblers are like ghosts there now!

I've hunted 21 states.
Worst one was New York. Hunted there for 5 (half) days and heard zero gobblers. That was last year at the end of the season.
Favorite state...nah, not gonna mention. Too many turkeys there. 🤣 But I can't get enough of those midwestern states.

Think I've hunted around 20 states with a handful where I came home empty handed.
As others have said, luck and timing play the biggest role. Hard to get an accurate gauge without spending years chasing birds in a particular state.
Anyway, easiest was probably New Hampshire (got super lucky) and most difficult has ironically been Vermont. Funny since they're right next to each other.
Oh, North Carolina was an absolute bear. Heavy pressure where I was and that was several years ago before pressure skyrocketed all over
