How do Contests Work?

Can someone give me some insight on how contests (item giveaways) are held? Can they be held by a member or does an administrator need to run them?

I ussually sponsor and do them myself , if a established member wants to do a giveaway they can contact me via message and ill run the procedure and check everything out
