They start flying at about 10 days old. These chicks look to be about 1 month. So yes they can fly when they are that young.

that is super neat. man do i wish it was spring time here in hollers of western ky.. on a sunny day, turkeys gobbling everywhere, one makin his way thru the holler coming to my sweet sounds.... wait? am i dreaming?? mustve fallen asleep here. nice pic!
