Managing properties in no-burn states?

I'm looking to improve habitat on my property for deer. It is 90% hardwoods in a mountainous area of WV. West Virginia does not allow controlled burns. Does anyone have experience with making property improvements in areas where you can't burn?

Considering contacting  a forester to see about having some non-mast trees cut, but I'm not sure where else to start.

If you have the ability to strip disk, that can be worthwhile in creating habitat.

If you can't burn, then you have to go with timber stand improvements.
