I was assuming this was found out in the area where he was hunting and so the assumption was they were poached. I guess it could have been carcasses of legally tagged birds. I admit I just toss my carcasses in the back field for coyotes and scavengers to pick over. I don't keep beards, tails wings or anything but meat. I don't like the legs but we cut the meat off them and cook it for the dogs or give it to someone who wants it.
So how does everyone dispose of carcasses, especially when your out of state. I have asked motels if I can throw them in their dumpster, and a few have let me. In one state I hunt often I asked a game warden once what I should do. He promptly told me where they dump road kill and other carcasses behind the area headquarters and said throw them there. All he asked was we do it during business hours and stop at the office and tell someone. I've never had an offer like that anywhere else.
