How do you add a tack to your post?

How do you add the tack to the post it note to your post so that it always shows at the top of the page? I have a tutorial on mouth calls that I would like to stay for everyone to see?

I dont believe that you can do that on your own.  Has to be done by moderator.

As stated a moderator has to approve it and do it.
