whats with everyones target...black circle inside the larger circle

dumb question im sure..but i look thru and see everyones targets......inside the 10 inch circle there is another smaller circle thats never centered and is in a different position on most all targets....what am i missing here?

Most shoot at a small spot and then draw the 10" around the densest part of their pattern.
