I hunt a lot of public lands. I need a call that can be played softly. What is a good call for low soft calling?

3.5" slate of your preference and a hickory stiker.  Add cedar, poplar and other softwood strikers and lighten your pressure as needed. Find something you and the birds like.   A 2 sider slate with aluminum or ceramic can add another hen for locating or longer range work in one call. Use a harder striker for that surface if desired.  I like black locust for all around calling too. I  Good luck with em.

Another option is a short box. IMO Marlin Watkins short box fiddle call can be played extremely softly to finish the deal.

I really like and do well running scratch boxes on birds that can be a bit apprehensive

Try a cane cutter... softest call I ever run and I've got three years use and around 16 dead birds to show for it. He sells a small one called the Sweet Tree Yelper or pocket yelper (I can't remember) that can't be beat for tree yelps or soft clucks/purrs to finish one last few steps.

Trough calls can work good too but I'd bet I killed as many hard calling em on public land as not. Maybe the public land in my area gets hit less but I actually see less folks or actually no folks in most of it.
I'd rather find a secluded spot than have a call contest w someone else. John Tanner sells a nice trough for reasonable price n it sounds great

I also have a Jimmy Schaffer slate call that is a laminate poplar and walnut that I can call very softly on and sounds great.
