Federal Flight Control Wad Origin?

To those that may know, was the Federal flight control wad originally designed for turkey hunting, or was it created for use in law enforcement with OO buckshot?  I know many people dislike the FCW for turkey loads, but it works awesome in Federal's Tactical buckshot loads.

I believe it was first used in their waterfowl loads.

Federal starting using  their version of that wad for buckshot. Then they made the transition to turkey loads.

One of my personal current interests is nest predators and how a majority of hunters, where legal bait to the extent of chumming coons.  However once they get the predators concentrated they don't control them.
