You could try Rosebud or Pine Ridge Indian Reservations. They are an affordable way to hunt out there. I have been to Rosebud two different times and tagged out on each trip. One being a six bearded beauty. The thing with Rosebud is you have to have a guide(tribe member), and they are more of a tour guide than a hunting guide (or at least ours seemed to be), which was fine for us. I wouldn't rate it as my top hunting experience, but glad I tried it. It's at least an option. The tags are affordable and you could shoot four, I believe. That may have changed since I was out there.

http://www.saltcamp.com/As far as the guides, there is a list on the Fish and Game website that lists the eligible guides. You need to really due your due diligence here as a lot of them have no idea how to turkey hunt, or guide for that matter. You can figure that out by talking to them.
Again, I wouldn't rate the hunting as the best because I think they shoot too many and need to lower the bag limit. They may have since I was there though. But, if cheap is what you are looking for w/o 5 star accommodations, this is an option.
