Last year I was hunting state land I try no decoys then I put out 2 the turkey would just stay out at 100 yards and gobble then a duck hunting buddy told me to try 5 or 6 s2 hour before day light me and the kid was putting out all the decoys I own (9 of them) and it work at dawn them toms coming running in so fast it was nuts so I think use as many as it takes but me and the kid put down 5 toms last spring doing this
