White In Fan Feathers?

My Dad says it's because when the bird was in the egg it shook it's butt when it should have flapped it's wings.  That's about as scientific as I can get for you.

WildTigerTrout...the bird on the last photo bottomed out our 23lb camp scale & was sporting these hooks. I believe he was an old fart so if it was age, his fan probably should of been solid white I kick myself in the  to this for not taking that bird down to the local DNR office to have it officially measured by them.

Killed several with white. Everyone came from the same spot. Always just figured it was genetics as I've never killed one in any other place

The white baring in fans is a genetic color variation.  I have seen it on many birds in several subspecies.  I would consider it a somewhat common color variation.
