Question- Flintlock in PA

This always screws me up. Digest says flinlock season is Dec.26th-Jan.16th
Does this mean we can hunt on Monday, and Monday is the last day.?

The way Michigans digest is written that would mean yes.Not sure about  PA. But I would think Through the 16th means through legal hunting hours on the 16th.
