I would say it's pretty common across the country. In Division I baseball each school is permitted 11.7 scholarships. 1 scholarship would be a $ value equal to the cost of tuition, books, room and board. The money can be split up however the coach decides to do so. When I was at Maryland (graduated in '04) baseball wasn't fully funded and we only had something like 7.5 scholarships. So in our case most of the scholarship money was split up. Probably about the same elsewhere since you typically have about 25 guys on a baseball team but only 11.7 full scholarships available. I was friends with a few football and basketball players at Maryland and most of them were on full scholarships. Football gets something like 80 and basketball gets 12, I think. So a little more to work with when compared to baseball scholarship limits.
