Crows are federally regulated.

I don't know if it is the same in all states, but here in NY they are treated as migratory birds and have an odd season in which you are aloud to hunt them.

Due to the North American Trade Agreement and crows being Mexico's National Bird they became federally regulated and thus seasons were inacted. There is a depredadation loophole in some states.
