Tennessee youth hunt

Hi everyone. I been taking my son around to different states for youth hunts. The real problem state for us has been Tennessee. We are hunting public and the hunting has been hard. We just did our second year in Tennessee. I have put in days of scout leading up to season each year 3 different properties and never hear a bird. We are in west Tenn. Bad luck or typical?
