Neck feathering

I had a hen come in that had feathering up the neck to the base of the head.  Other hens seem to feather only halfway up the neck.  Why the variation?  I hunt in Illinois, so all are easterns.

Missed-Em,

I have seen a hen turkey with a fully feathered head.
