Feather Development?

I forgot all about these picture until I just ran into them while searched for something else.

While cleaning my turkey this past Spring my friend that was helping me and I came upon something we both thought was strange or just new to us. He had done many turkeys in his life and said he had never seen this before, some of the quills had a blueish ting to them and others seemed to have a liquid in them. We both wondered if what we were seeing was part of the development of the feathers. See attached photo's
