I don't know much on outfitters there but I do know public land on either is plentiful and has a ton of birds atleast from my experience. I hunted right on the border of both at the beginning of May on public in Washington for my Merriam's and I was covered up in birds from the first morning to the last afternoon. Beautiful scenery, birds that love to gobble, and awesome weather. Traversing those mountains to get to them was a whole different story in and of itself but I would absolutely love to go back year after year. It was a blast!
