I hunted the Rose Bud reservation several times back in the 90's when all you had to do was put in for the draw and for $100 you received two tags and a map of the reservation. You could hunt anything was not posted and if it was posted we just asked and usually got permission. They changed things up and you must now use one of their guides from a list they have. Basically you are paying a daily hunt fee of around $50 per person and I have read both good and bad as well since this program implemented.
I always hunted private property next to Rose Bud and did again this past spring. The area suffered a snow storm with white out conditions in 2012 and it has really taken a toll on the wildlife in that area. I know the rancher that I hunt on lost numerous cattle in that storm. I found birds there again this year but it was nothing like the years past.
I would look at Pine Ridge before Rose Bud as I personally think there are more birds in that area at this time.
