I carry a similar device and it is called a "Wad-out." It has come in useful more than once (especially in the early days of steel shot when misfires were more common).
Still a nice tool to have in the bag for high volume shooting such as sporting clays or pigeons... I still carry one in my blind bag for duck hunting as well...
