Local gunsmith told me he could drill and tap my h/r topper 12 gauge safely, he is going down through the chamber and going to use red locktight to make it permanit is this ok, pretty sure he would not risk his livly hood.

It's fine if it's gonna be perminant.
You need to heat that area up to break it loose if ever decide to do so. This will save you from stripping out the screw heads.

I would ask him to try not to into the chamber. I have seen it cut holes in the shell before. Now if he lets the screw go into and sands it flus with the inside of the chamber you should be fine.
Tell us just how dead do you want them to be and we will see if we can get that for you.
