Lathe tools question

Last weekend at the local flea mkt I seen several of the hand held cutting tools for use with a lathe,  figured I mite ask & see what brand to keep an eye out for just in case I can get a deal.

If it says high speed steel (hss)Sheffield England it is quality.....if it says China....walk on.....carbon steel pass it by as well.....
