What are the best weaver style rings to be used with a picatinny rail on a Rem 870? Can you get by with low height?

I have the weaver multi-slot base on my 11-87 and with my scope I am able to use low rings. I have a Nikon turkey pro with a straight tube so I have no clearance problems.  I would say it should work with low rings as long as your objective is not to big.

We've been using our XTR low rings and they are great for heavy recoil.  They aren't expensive either.

I've had good luck with Warne rings on my shotgun and my rifles.  I feel they're worth the money.

Warne low rings hands down!! All of my shotguns wear warne rings.

i do know that the rings that came with my b square mount needed to be med to work with my nikon turkey pro, but after a small mod to the picatinney style rail that is on the bsquare, i was able to use the low ones without ordering some med rings, now i just need a chance to go use it somewhere
