Actually, it makes no sense to me to make a 3" TSS shell. It is my understanding that TSS takes up a lot less room than lead, and often they are putting spacers in the casing to take up space...
Why not make it simple, and put the same load in a 2 3/4" shell with no spacers?
Boss makes a 3" 2 oz 20 gauge load... I cannot imagine the necessity of such a load, and it is certainly not going to be "child-friendly," or even adult friendly (at least for this adult).
I think the main reason that most TSS loads are probably 3'' is cause that is what hunters want and think is necessary to kill a bird. It is my impression that many of the 3" TSS loads would probably do just fine in a 2 3/4" hull, but it would not "market" well... I do not load, and could be wrong though.

A good topic over a beer is nailing down the perfect payload that kills turkeys but is not excessive.
I think somewhere in the neighborhood of 1 oz - maybe 1 1/4 oz is lethal, effective and affordable and doesn't have a ton of recoil.
Viper Ammunition loads 1 ounce in the 410 and I'm told many cannot discern any increase in recoil.
I'm seeing remarkable results in the 28 gauge- which ironically has that 1 1/4 oz (+/- ) sweet spot payload. It has been loaded with up to 1 5/8 which ironically is the same payload as the 20 gauge.
If we use a lead Turkey load comparison, most lead Turkey loads in the 20 gauge are 1 1/4 ounce.
With the lightweight single shots I am surprised ammo makers haven't focused on a 2 3/4" 20 gauge reduced recoil load- maybe 1 1/8 or 1 1/4 ounce?
I think all of the commercial ammo makers Fed/Herter's Remington are loading 3" shells.
The Rossi Tuffy 20 is a gun that comes to mind. Most owners love the gun, it patterns extremely well- but recoil!!!
