Am I reading the North Dakota regulations correctly? Is there no nonresident license for spring turkey?!? I'm not the sharpest knife in the drawer, but that is the conclusion I came to. Is that right?

That is correct.  You have to hunt reservation land.

ND is on my list. I love hunting  the northwest! Nothing like it.

Okay....so a nonresident CAN hunt North Dakota, it just needs to be on BIA Land? Is there a website that has info on this or is usually done through an outfitter? Thanks a million for the input.

As an alternative, you can buy a leftover fall tag from the ND Game and Fish as a non-resident. 

I'm working on a US Slam and on the fence about which to do.  May do a leftover fall tag and turn it into a combo turkey/duck/pheasant hunt.
