I don't think it's required to be licensed to anyone from what I gather anyone can do it that purchase the film which can be bought outside kuiu.
Would prefer word of mouth here anyways from a company some has experience with

It appears you are correct - once the pattern is licensed to someone who manufactures transfers anyone that burst he transfer can do it.
So next step is just to find out if whoever your preferred provider will order the film in from TWN who is the supplier.
