Title: Where to buy H13 20ga, #7's?

Looking to buy some 20ga. H13 in #7's.  I'm having a hard time finding them, and if I do the shipping is outrageous.

Try calling some of the out-of-the-way, mom and pop local sporting goods stores and old hardware stores in your area. Many guys on here have found ammo gold mines in these small non-chain places. When you hit pay dirt, buy as many boxes as you can afford.
