Maybe the Mylar inside the shot cup used for extra protection of the barrel due to the hardness of the shot. Though I haven't seen it that "chewed" up.

Mylar was my first thought but I've never loaded my own so I've never actually seen or held any.
Almost looks too big to be the remnants of a 28 gauge mylar wrap. And it looks too consolidated and too much to be plastic fouling.....
But, those are really about the only two things it could be.
Very interesting AND disturbing.
Maybe call Apex and text them that pic. Let THEM answer.
