It's a honey bee box. Bee keepers use them to get more bees. Every year a bee hive will split when half the hive leaves with a new queen. The hope is the swarm will find the box an ideal location and settle in it.

Bee trap.
Someone is trying to catch a swarm.
I bet those are good at catching wasp nest. I wonder if the bees will get in there after the wasp have made nest it in?
