I recently purchased (5) 2-3/4" 28 gauge TSS loads that held 1-5/8 ounce of shot which is what most 3" 20 gauge loads hold. Out of curiosity I started comparing other turkey ammo to these shells, both fired and unfired. I believe the pictures will show how the crimp style allows this, with the roll crimp allowing the extra capacity. The pictures show a 2-3/4" 12 gauge, a 3" 12 gauge and the 2-3/4" 28 gauge. Last 2 pictures are the fired 2-3/4" star crimp and the fired 2-3/4" roll crimp. I see what your saying but it's not quite correct. shell length is nearly completely determinate on the amount of spacers/filler wads/type of wad in the shell. For example I can technically load 2 5/8 oz of tungsten into my 3 inch hulls if I didn't use spacers and used a different wad. Obviously I shouldn't do this because my PSI would be through the roof and most likely blow up my gun. Shotgun shell recipes are all a fairly delicate balance of fillers & payloads to stay within the recommended PSI for that shell.
Yes, a roll crimp uses slightly less hull than a star or fold crimp, so you can, if ever needed and still meeting safe pressures, fit a taller column of components under a fold crimp for the same length hull.
Maximum payload doesn't always give the best overall performance. I load TSS in my 28 and 20, I have found that a muzzle velocity of 1180-1220 fps produce the best patterns , for me in multiple guns and various chokes. Just throwing it out there, max payload isn't always the best

This is true from my experimenting around as well..I've loaded 383 grains and the shell have a rattle just a little bit..load up 400 grains and no rattle no extra room and it goes down hill majorly.
