Weaver no gunsmith mount???

I installed this on my 1187 and if I tighten it as tight as I can get it the action binds up and won't cycle.  If I loosen them back up a half turn then it cycles fine.  Everything is still tight, just want o make sure I am not missing something.  Thought about a thin brass washer between thee trigger and receiver, but not real keen on adding parts.  Someone have any experience with this?  Thanks.

i gave up on them & just drill & tap mine now.

I was told by the only gunsmith around here that the receiver was to thin.  Its only a STD 3".  Was I told wrong?
