Not sure, I have some Kansas Rio's and your bird's tail feathers look a lot like them.

I know I am resurrecting this post but I am from Western Pennsylvania(eastern birds only) and we have shot a few jakes that look just like your bird. I believe they get darker as the get older I will post up a tail fan pick of a bird that I held on to because of the color.

We only have easterns also, but first one I've ever killed that lightly colored. I killed it on ft polk military base and wondered if rios was transported here
