how do you adjust he elevation , if you are shooting high which way should you move the back sight

Rear sight lower, or front sight higher.
Try "sliding" the rear sight along the rib to see if you can get it lower.
It doesn't need much to make a difference.

Agreed, you will be surprised in the difference that simply sliding the rear sight on the rib will make with the point of impact.
