If you don't get any help here, I would suggest contacting Texas Parks and Wildlife Dept. I suspect they have contact info to help you out.
On several of the WMA's they have draw hunts, and no show draw hunts. I drove from Pa to a place near Kerr, and I was draw for a no show hunt. Worth checking into.
