Why different chokes for Hevi???

Long time lead shooter.  Bought some Hevi 13's in #6 and was curious about the choke.

I usually use a chart like this to determine my starting point for testing a new choke tube/shot size.
.6700 Diameter - #4 Lead #6 Hevi-Shot
.6650 Diameter - #5 Lead
.6600 Diameter - #6 Lead
.6550 Diameter - #7 1/2 Lead
.6500 Diameter - #8 Lead
.6450 Diameter - #9 Lead


I know a smaller diameter can work better with smaller shot size.  But as I have always understood that it was based on the size of the shot.  These charts recommend more open constrictions for Hevi Shot.  Is this because the lead still bounces other pellets but since it is softer it doesn't impact the shot flight as much as something harder?

I couldn't think of any other reason but I've never claimed to be a ballistics expert so thought I'd pose it to those who are.
