Honestly, I don't believe this is warranted. Sure, it may keep some travelers from coming by cutting limit to 2. But the VAST majority wouldn't kill 3 anyways, let alone 2. I personally know about a dozen folks who hunted Nebraska this year on public. Most scraped by with one bird and some didn't even kill. Yes, it sucks that Nebraska no longer has a strutting gobbler behind every Ponderosa pine and the secrets out and that you have to now actually hunt turkeys rather than kill them but it is what it is.
