Decoys or no decoys

There have been many hunts  I have been  amazed at how a decoy has worked--sometimes  there have been  literally one minute hunts when  a Gobbler has flown down  seconds after hens flew down and  within 45 seconds he has raced over to our gobbler decoy  to  establish his dominance. Other times the presence of the Gobbler decoy has held a gobbler  up from getting close eough to  shoot. Same thing has happend with a hen decoy--although I realize there are times when the hen  doesn't come to him, he may hold up--but other times he comes right on in to the hen. I realize that it's all about the context of each situation in nature, but is there anythin gwe can do ahead of time to determine what that context might be--or is it a crapshoot.
